Car and motorcycle incentives: how to get them and who is eligible

On May 16, 2022, the Dpcm relating to incentives for cars and motorcycles, which had been waiting for two and a half months, but which can now give its effects by giving advantages to drivers.

La telematic platform for booking, the site Ecobonus, will be activated from 25 May and, again on that day, new Faqs will also be published which will dispel further doubts relating to the issue.

It appears that compared to previous years the amounts for these incentives are more limited and delivery times longer, thus making obsolete the models that are being promoted today. In any case, the aim is to do advance the ecological transition which the EU has been carrying out since 2016 and which is not yet complete.

We are moving towards the use of less and less polluting cars, to get almost totally electric, and this transition, over time, the rules for the Ztl and the traffic block will also change in cities because more and more cars will pollute less.

But let's go into more detail.

Towards the completion of the ecological transition

As mentioned, the journey began a few years ago, but by 2030 will need to be completed. The experimental phase began in March 2019, which ended last year, and 2030 will be the year in which the current EU legislation provides that the car's average CO2 emissions will be reduced by 37,5% compared to 2019.

The next step will be the 2035, year from which it will be a ban on the sale of cars with traditional engines and the pollution standard will be theEuro 7. This should be born in a couple of months and then come into effect in 2025.

All these goals serve to reduce pollution and CO2 emissions as much as possible, also thanks to the introduction of semi-autonomous driving and electric cars, which are increasingly widespread.

The incentives we talked about at the beginning of the piece are used to to push buyers to stop buying traditional motor cars, at least gradually, diesel or petrol. Electric cars will spread more and more, even at the expense of hybrids that are currently on the rise.

The values ​​of bonuses for incentives

Here's how these incentives will work:

  • to buy new M1 category cars registered in Italy, if the emissions are up to 20 g / km (electric cars) and the list price does not go beyond 35 thousand euros excluding VAT, you can have a contribution of 3mila euros;
  • 2 thousand euros can be added to this bonus if so scrap your own car;
  • the bonus drops to 2mila euros for emissions between 21 and 60 g / km (plug-in hybrids) and is entitled to it with a price of up to 45 thousand euros plus VAT;
  • 2 thousand euros can be added to this bonus scrapping the car;
  • for new cars in the emission bracket 61-135 g / km (endothermic with low emissions) which cost up to 35 thousand euros plus VAT, are due 2mila euros and only if there is also scrapping.

The rules for incentives

Here are the rules for getting them:

  • thecar must be in the name of the bonus recipient, who therefore must be the owner of the car for at least 12 months;
  • la scrapping it must be contemporary with the purchase of the car;
  • the car wreck must be of class below Euro 5 and in the name of the buyer or a family member who has lived with him for at least 12 months;
  • in case the purchase is made by natural persons, a declaration of acknowledgment of the obligation to maintain ownership of the vehicle purchased for at least 12 months must be made;
  • in the case of purchases from legal entities, it will take a substitutive declaration of a notorious deed relating to the use of the vehicle in car sharing for commercial purposes and with a simultaneous declaration of acknowledgment of the maintenance of this use as well as of the ownership of the vehicle purchased for at least 24 months.

Some doubts remain to be resolved

The Ministry circular does not explain well how the incentives will work in the case of Car Sharing because in this case the cars are not acquired directly by the operators, but they sublease them from rental companies. There are no clarifications so probably you can not have incentives.

Furthermore, it seems from the Dpcm that every beneficiary can obtain incentives only for one car purchased for this round which will last until 2024. Even in this case, however, there are no clear details.

In addition, however, provision says that to get these bonuses there is a maximum time limit of 180 days for vehicle registration, which would make the arrival of the bonus a really difficult mission considering the very long delivery times of the cars, also due to the chip crisis.
