Mandatory green pass in Italy from 6 August: this is where you need it

Il Government approved the new decree which sets the parameters for request and show the Green Pass in public places and events. According to the new legislation, Green Certification will be required in indoor restaurants and bars, in swimming pools and gyms, during large events and in cinemas.

Everything will start from 6 August 2021 and for the moment there are still no provisions regarding the obligation on public transport and school. Furthermore, change the parameters to trigger the transition between the white, yellow, orange and red areas.

But let's see in detail what the decree provides.

Obligation of the Green Pass: when it is foreseen

The obligation, as mentioned, will start from 6 August to give traders and merchants time to equip themselves.
From the beginning of July the Green Pass was already mandatory to participate in weddings, enter RSa and visit a loved one, but its application will be extended from August.

It will be mandatory to show the Green Pass for eat indoors at the tables of restaurants, pubs and bars, but it will not be necessary if consumed at the counter.

It will also be mandatory to enter theaters, movies, museums and places of culture, swimming pools, wellness centers, to attend sports competitions, for fairs, amusement and theme parks, congresses, the festivals, conferences, i spas, to access the competition venues, social centers, cultural and recreational centers, the betting rooms, bingo halls, casinos and also to attend concerts and to enter the stadium.

It is not yet mandatory for transport and school

As already mentioned, the decree does not yet provide for the compulsory Green Pass to get on public transport such as subways and buses and not even for teachers and students in the schools. These rules may also vary, but for the moment there are no obligations in these contexts.

Validity of the Green Pass

The duration of the validity of the Green Pass it changes according to the type of personal health condition that has been obtained. First, the government has decided at the moment that it will be sent already after the first dose of the vaccine, so it will not only be for those who have completed the vaccination cycle, but also those who have recovered from the disease and those who have had a negative swab will be able to obtain the Green Certification.

Here are the details:

  • for those who have received the first dose of vaccines that require two, the Green Pass will be obtained from the 12th day after inoculation and will be valid from the 15th day until the next dose;
  • for those who have received the second dose or for those who have received one single dose since he contracted Covid-19 previously, the certificate will be generated within 24/48 hours of administration and will be valid for 270 days (approximately 9 months if any) from the date of inoculation;
  • for those who have received a single-dose vaccine, will be generated from the 15th day after inoculation and will be valid for 270 days (approximately 9 months);
  • if you have a negative buffer, the Green Pass will be generated within a few hours and will be valid for 48 hours from the time of collection;
  • for those who have recovered from Covid-19, the Green Certification will be generated within the following day and will be valid for 180 days (6 months).

How to download the Green Pass

Greater capacity for stadiums and theaters

The new decree provides for an increase in audience capacity for stadiums and theaters. Spectators are allowed up to 30% indoors and up to 50% outdoors per quanto riguarda stadiums and halls for large events. Relatively to cinemas and theaters, in the white area they can contain 5000 people outdoors and 2500 people indoors, while in the yellow zone the limit is 2500 outdoors and 1000 indoors.

The discos remain closed

There have been no changes yet regarding the discotheques, that remain closed. Therefore, there are no exceptions even for those who possess the Green Pass.
The Prime Minister Mario Draghi, however, has announced that there will be gods refreshments for club managers.

The new criteria for white, yellow, orange and red zones

The decree also defined i new criteria for moving from one area to another and this time they do not concern the numbers of infected people, the RT index and the incidence, but the pressure on intensive care e hospitalizations. Here you are:

  • for pass in the yellow zone, the occupancy threshold of intensive care is 10% and at the same time hospitalizations must be 15%;
  • for pass in the orange zone, the employment threshold of intensive care is 20% and at the same time hospitalizations must be 30%;
  • for enter the red zone, the occupancy threshold of the intensive care units must be at 30% and at the same time hospitalizations must be at 40%.

Pads at a reduced price

The extraordinary Commissioner for the Covid-19 emergency Francesco Paolo Figliuolo will also decide on a protocol with pharmacies and other health facilities to ensure that until September 30, rapid antigenic swabs are sold at lower prices, also taking into account the purchase costs.

The protocol will be defined in agreement with the Minister of Health.
