Non-mandatory Green Pass for groceries, pharmacies and other essential activities: here is the new decree

The new DPCM defining has been signed all cases where it will be necessary to show in Green Pass in our daily life from the 1 February 2022.

Situations that are not easy to define and that could also create confusion especially for those who will be responsible for carrying out the checks.

In fact, for example, the Green Pass will be needed to access shops where it will be possible to buy primary goods, but not non-primary goods: to be clearer, food yes, but clothing no. Those who have to check may not have an easy time.

The new DPCM expects February 1st it will be the date on which the obligation to present the Green Pass begins in a series of activities that we list below.

What can you do without the Green Pass

This new decree states that the following will be excluded from the Green Pass obligation:

"Only food and basic necessities, health, veterinary, justice and personal safety activities".

Therefore, without the Green Pass you can:

  • access essential activities such as supermarkets and hypermarkets;
  • go to the offices of police and local police for "ensure the carrying out of the institutional activities that cannot be postponed, of prevention and repression of offenses“, To report a crime or request intervention to protect minors; so practically for file a complaint, but not to renew the passport;
  • access the grocery stores also “non-specialized”, but which have a “prevalence of food and drink products”: for example we speak of hypermarkets, supermarkets, discount stores, mini-markets as well as “various food” outlets. I'm excluding wine bars where you can also drink and eating; therefore here the Green Pass would be needed;
  • go on gas stations;
  • access the shops selling wood, pellets and fuels used for domestic use and for heating;
  • go to pharmacies, in parapharmacies and other shops specializing in the sale of orthopedic, medical and other items octave where a doctor's prescription is not needed;
  • log into the stores that sell pet products;
  • go to Post and in banks, only to collect "pensions or emoluments not subject to the obligation to credit".

More specifically, as regards the health sector:

  • you can always access the shops for the supply of drugs and medical devices;
  • you can go to health, social health and veterinary facilities for reasons of prevention, diagnosis and treatment.

Tobacconists where the Green must be shown are excluded Passport.

Supermarket

The random checks

The decree provides that in the shops where you can access without the Green Pass there are random checks. As mentioned, a difficult situation because whoever is in charge of monitoring will have to make sure anyone who enters the store will do so only to meet primary needs.

Basic Green Pass obligation from 1st February

The basic Green Pass is what you get even without being vaccinated, but with the negative outcome of a swab, both molecular (in this case it lasts 72 hours) and rapid (the duration is 48 hours).

From 20 January to 15 June it is mandatory for:

  • activities for personal services, such as i hairdressers and beauty salons;

From 1 February to 15 June, for:

  • shops;
  • shopping centers;
  • banks;
  • Post office;
  • tobacconists;
  • public offices (Municipalities, Provinces, Regions);
  • public services (such as INPS and the aforementioned post offices).

Reinforced Green Pass obligation

We remind you that the reinforced Green Pass or Super Green Pass is the one obtained with the vaccination or recovery from Covid. It is not allowed to have it with a negative swab.

From 10 January it is mandatory to show the reinforced Green Pass for:

  • use local and regional means of transport such as buses and metro;
  • indoor restaurants and bars;
  • theaters;
  • cinema;
  • concert halls;
  • stages;
  • hotels and accommodation facilities;
  • feasts resulting from civil or religious ceremonies;
  • festivals and fairs;
  • convention centers;
  • outdoor catering services;
  • ski lifts with tourist-commercial purposes even if located in ski areas;
  • gyms;
  • swimming pools, swimming centers, team sports and wellness centers, even outdoors;
  • Museums;
  • Libraries;
  • Archives;
  • Cultural centers, spas, social and recreational centers for outdoor activities;
  • game rooms;
  • bingo halls;
  • casino;
  • public parties and ceremonies;
  • discos.

The new duration of the Green Pass

We remind you that from 1 February, the Green Pass will no longer last 9 months, but rather 6 months.

Obligations for over 50s

Recall that with the decree of January 5 have been inserted, from February 15th to June 15th:

  • the obligation of Super Green Pass in the workplace for over 50 workers. This applies to both the public and private sectors;

Instead from 8 January until 15 June:

  • the obligation of vaccination for non-working over 50s.

The sanctions include:

  • that businesses can replace suspended workers without salary if they do not have the Super Green Pass. The replacement is for 10 days renewable until March 31st;
  • who goes to work without the enhanced Green Pass must pay a fine that goes by 600 1.500 in euros;
  • 100 euro one-off for those over 50 who do not comply with the vaccination obligation.
