Il City of Naples has updated the measures for the improvement of the air quality, implementing the provisions of Council Resolution 193/2020. The measure introduces new traffic bans for vehicles considered to be the most polluting, along with a system of exemptions designed to ensure essential mobility, safety, and continuity of public services. The restrictions are in effect from Monday to Friday, during specific time slots, with additional restrictions valid until March 31, 2026. The goal is to reduce emissions in a metropolitan area characterized by heavy traffic and environmental problems.

Which vehicles are not allowed to circulate on weekdays?

The measure introduces two levels of restrictions, differentiated by environmental class and vehicle type. Before listing the specific bans, it's worth noting that the measure affects the entire city, excluding the motorway network and main junctions. The measure aims to reduce the presence of older vehicles, which are responsible for a significant portion of emissions.

The active limitations are:

  • Total ban on Euro 0 and Euro 1 vehicles: cars and commercial vehicles, Monday to Friday, 8:30–18:30.
  • Prohibitions until March 31, 2026, Monday–Friday, 8:30–18:30:
    • Cars Diesel and diesel commercial vehicles N1, N2, N3 up to Euro 5.
    • Motorcycles and mopeds up to Euro 2.

Areas excluded from the ban:

  • City motorway network.
  • Fittings A1 e A3.
  • Ex SS 162.
  • Connection of Fulco di Calabria Avenue.

Which vehicles are eligible for the exemption

The exemptions cover categories related to emergencies, essential services, health, information, and public activities. Before listing the eligible cases, it is useful to note that the rationale behind the exclusions is based on necessity: ensuring access to healthcare services, operational continuity of law enforcement and public services, protection of vulnerable individuals, and essential community activities.

  • Vehicles with residents outside Campania and at least one non-resident passenger on board.
  • Vehicles under 3,5 tons used in transport of medicines, medical supplies or valuables.
  • Service vehicles of Career consuls e honorariums.

Who controls, how the measures are applied and when they can be suspended

The provision attributes a central role to the Local Police, responsible for monitoring and enforcing the regulations.
