New DPCM, restrictions until Easter: dark orange zone, restrictions and curfew

Mario Draghi

Here are the restrictions and news of the new Prime Ministerial Decree that will be in force from 6 March to 6 April 2021, after Easter Monday. Greater involvement of the Regions is expected.

Il new DPCM anti-Covid19 will enter in force on 6 March 2021 and will be valid until 6 April, that is the day after Easter Monday. We want to ensure that the Easter holidays do not become a "free all".

The restrictions envisaged will remain more or less the same as in the previous DPCM, but the dark orange areas and there will be a greater involvement of the Regions in decisions, always informing Parliament.

Furthermore, the decisions must be communicated to citizens well in advance, introducing a change of method with respect to the Conte government, and the new restrictions they will take effect on Monday from now on, no more on Sunday.

But let's see in more detail what the DPCM should provide.

The color system: the dark orange areas arrive

The yellow, orange and red zones will remain in force in the decree, but the dark orange areas. They will be placed side by side with the local red zones and should be incentivized with respect to the regional zones if necessary.

In such areas there could be one travel limitation, compared to the "standard" orange zones, but there will be more information in the coming days.

The DPCM will probably also insert the white areas, with very tenuous restrictions, but no Region seems to be so safe yet to enter the white zone.

The limitations: a mask and curfew remain mandatory

The Draghi government has confirmed the restrictions concerning the obligation to wear the mask outdoors and indoors, of maintain social distancing and curfew between 22.00pm and 5.00am.

Prohibition of movement between Regions

For the moment the the ban on moving between regions is extended until March 27, even for those in the yellow zone. The ban on visits to friends and relatives in the red areas should also end on the same date. As for the travel to second homes, the ban will probably apply to the Regions in the orange and red zone.

Closed museums, theaters, cinemas and gyms

Unfortunately museums, theaters, cinemas and gyms will still be closed. It is thought to open the gyms and swimming pools only for individual lessons, but it is not a certainty.

However, a response is expected from Dario Franceschini, the Minister of Cultural Heritage and Activities, regarding theopening of museums and archaeological parks on weekends.

March 27 is the world theater day and a protocol with very strict and precise rules was sent to the CTS in order to have a gradual and safe reopening. The CTS, in the coming days, will evaluate what to do.

Restaurants closed in the evening

It was rejected the idea of reopening the restaurants in the evening, even in the yellow area, to avoid the possibility of gatherings and the excessive circulation of people in the evening hours. Meanwhile, the ban on closing also for lunch in the orange and red areas remains.
