Waste tax in Naples, increases up to €300 in 2025
In Naples, there is a considerable Chaos concerning the Waste Tax (Tari), but what happened? Basically about 20.000 users have been eliminated from the Tari registry being updated, as requested by the Manfredi junta.
The reasons for these eliminations are varied, among these we mostly find:
- deaths,
- tax evasion attempts
- simple changes of residence
This reduction has caused a drastic drop in the number of taxpayers, resulting in the need for increase the waste tax by 20% to cover the costs of the waste collection and disposal service.
The impact on families and the local economy
The increase in the waste tax will have a considerable impact on the local economy.
Neapolitan families, starting from January 2025, will have to support an average increase of between 90 and 300 euros, depending on the size of the house. An increase that will add up to what, to date, is the most expensive TARI in Italy.
The only ones not affected by this increase will be the tax evaders, who continue to remain hidden from the registry office.
In essence it confirms the model that reward the dodger and sinks those who pay honestly.
How did this further increase come about?
The problem started in 2019, when rates have been recalculated to cover a service charge equal to 232 million. In May of the same year, during the issue of good-natured notices, they revealed each other numerous utilities in the name of subjects with ceased activities time ago.
Something was not right ed it was necessary to update the registry, an operation that, in reality, had already been completed in 2019.
Delays and Mismatches
Despite the cleaning of the registry, the practices presented by taxpayers as of 2016 they were not processed until March 2019, when the rates were revised.
This delay has resulted in a number of errors, mostly related to properties no longer held. The available resources had been mainly devoted to receiving the public, and the analysis of the requests was only started in August 2019, with the assignment of new personnel.
This delay had significant repercussions:
- Numerous cases of imposition of assets no longer in the taxpayer's possession
- Many cases of companies closed for years but still registered in the tax register
- Cases of duplication of the same user as a result of Sapna transfers
These problems highlighted that the Tari database was largely unreliable in early 2019.
In fact, the updating of the data caused a "misalignment" which led to a loss of the taxable base of around 17 million.
This misalignment was caused by a number of factors, including:
- The transfer of professional studies from category 11 to 12, which resulted a reduction in the tax levy of approximately 2 million
- The exclusion of the production surfaces of industrial companies from subjection to the Tari, which led to a further one reduction in revenue of approximately 3 million
- The registration of a loss from the tax base of approximately 17 million due to reclamation activities in 2019
Lack of personnel among the causes
The lack of personnel until the August 2019 hirings slowed down the analysis of the files, leading to significant delays in the investigations. This contributed to the unreliability of the Tari database, generating a series of errors and discrepancies.
Ma where was this staff employed lacking? Apparently at the branches to respond to users who were increasingly crowded at the offices, a real one dog chasing its tail in which ad greater disservice they responded with more staff to the counters they carried to greater disruptions.
