The proposal was made by Edoardo Cosenza, councilor for transport, at the request of the president of the transport commission Nino Simeone.

When it is possible to park for free

The resolution specifies that holders of the H coupon are allowed to park for free on the blue lines, which are normally paid, when all the stalls reserved for the disabled are already occupied. They would be the parking areas delimited by yellow stripes and also recognizable by an affixed or vertical sign,

Therefore, those who hold the disabled ticket can:

  • in the first instance park on the yellow lines;
  • park for free on the blue lines if the yellow stalls are occupied;
  • park for free on the blue lines if the yellow areas are unavailable.

To make their right valid, the handicapped naturally must display the disabled coupon on the car window. Recall that photocopies of the coupon cannot be affixed because there would be legal problems. Indeed, it is crime and the handicapped must be present on board.
