Campania is the first region in Italy to give the green light to the service of the basic psychologist alongside that of the family doctor, making health care services qualitatively better. All this is made possible by the historic ruling of the Constitutional Court of 13 December.
It is a truly historic turning point because in this way the psychological malaise is considered more explicitly on the same level as the physical one. So families will also be able to take advantage of this free service at last, as well as the pediatrician and general practitioner.

As stated by the President of the Campania Region, this new service will also give the possibility of new hires.
Where can you find the Basic Psychologist
The Basic Psychologist will find himself in the health districts of the Asl, like the pediatrician and the general practitioner and it will be a free service and free choice, just like for the other two figures mentioned.
Will self-employed psychologists those who will be available for families through an agreement with each local health authority at the level of the basic health districts.

The ruling of the Constitutional Court
Finally this figure will be a reality thanks to the ruling 241 of the Constitutional Court of 2021, Which has rejected the appeal of the Presidency of the Council of Ministers against the Campania Regional Law. This is Law 35 of 3 August 2020 which provides precisely for the establishment of this service in the health districts of the ASL, a service designed mainly from the need to give support to people who have suffered the emotional and behavioral consequences of the pandemic.
Fortunately, the Constitutional Court rejected this appeal and now in Campania, before all the other Regions, you can turn to this figure.
The importance of the Basic Psychologist for families
Not only do the problems related to the pandemic cause psychological difficulties for people, but many other causes underlie the emotional and psychological problems of so many of us. As stated in the sentence, the purpose is
a) intercepting and reducing the growing burden of psychological disorders in the population, constituting a filter for both secondary levels of care and first aid;
b) intercept the psychological well-being needs that often remain unexpressed by the population;
c) organize and manage decentralized psychological assistance with respect to some types of care;
d) achieve good integration with specialist second-level psychological and mental health services and with more general health services;
e) intercepting and managing the behavioral and emotional problems deriving from the Covid 19 pandemic.
The Regional Observatories within each ASL
To guarantee the service of the Basic Psychologist, 600 thousand euros have been allocated for the two-year period 2020-2021 and our Region has also developed a Regional observatory in each Asl which consists of two psychologists appointed by the Order of Psychologists of Campania, a hospital psychologist, a manager, two university professors, an official of the Campania Region competent in the psychological sector, an employee of the Campania Region with secretarial functions, a representative of a trade union organization representing the category, a representative of general practitioners, a representative of a scientific society of psychology and a representative of pediatricians of free choice.
