New DPCM from January 16: no take-out for bars and other restrictions

The new anti-Covid DPCM goes into effect from January 16 to March 5 and provides for a ban on takeaway for bars. Here are all the other measures.

The new DPCM comes into force on January 16, 2021 and provides the rules on containment measures for the Covid-19.

All prohibitions and restrictions will be in effect until March 5, excluding the rule concerning the movement between Regions which, for the moment, is valid until February 15th. Instead, on Friday January 15 the results of the monitoring will be announced on which the decisions on the “colors” of the Regions are based.

We remind you that the RT thresholds that trigger a certain color have changed compared to the past months and you enter in the orange zone with a RT at 1, as you enter in the red zone with an RT at 1,25. However, it is specified that you can enter the orange zone even with a high risk assessed according to the 21 criteria taken into consideration.
The state of emergency was extended until 30 April.

Curfew

The curfew remains valid from hours to 22.00 5.00.

Bars and restaurants

in yellow areas bars, restaurants and pizzerias reopen until 18.00 pm. In the orange and red areas remain closed.

With the new decree it will be Takeaway after 18.00 is prohibited only at bars, but not to restaurants and pizzerias. The takeaway after 18.00pm is for drinks and alcohol only. Home delivery is always allowed.

Gyms and swimming pools

The pools and gyms will continue to remain closed.

Museums

One of the novelties is the reopening of museums, but only in the Regions in the yellow band and from Monday to Friday.

Cinemas and theaters

They cannot reopen.

Movement between Regions and Municipalities

As anticipated, until February 15th the prohibition of travel between Regions and Autonomous Provinces, even if you are in the yellow zone. Movements are permitted for reasons of necessity, urgency and health and the return to one's residence, domicile and home.

As regards the movement between municipalities, if you are in the yellow area you can move to other municipalities, but always within the region, while if you are in the orange or red area you can only move within your municipality.

It remains there exemption for travel from municipalities up to 5000 inhabitants to other small municipalities within 30 km of distance, but not to the provincial capitals.

Visits to other homes

Until March 5th you can move, in maximum two people, to once a day to another private home between 5.00 and 22.00 only in yellow band. They can move, together with the two people allowed, even minors under the age of 14 over whom these people exercise parental authority and disabled or non self-sufficient people living together.

The white zone

In the new DPCM a new zone is inserted, the white one, which includes the reopening of almost all activities, including cinemas, theaters, museums, swimming pools and gyms. In addition, bars and restaurants can also open in the evening and there will be no curfew. Theobligation to wear a mask and there is still the prohibition of gathering.

Those Regions in which the circulation of the virus is really minimal, but at the moment none meets this criterion. You can be part of the white zone if the risk level is low and if the infections do not exceed 50 per 100000 inhabitants for three consecutive weeks.
