The Tari is the waste tax that must be paid to the Municipality of Naples every year as for every Italian municipality.
But how is the amount due for Tari 2022 calculated?

Waste tax: what are the deadlines

The expiry date is one of those parameters mentioned above that change according to the municipality as there is no established term as is the case for the IMU. This means that it can change with each resolution.

Usually, however, the expiry of the Tari is divided into three tranches (unless you choose to pay in one installment) plus balance:

  • First down payment by the end of February
  • Second payment by mid-June
  • Third payment, by September 16th
  • Balance due by December 16th

The Tari must be paid by all those who own or hold for various reasons both closed premises and open areas that produce urban waste. If it is a rental property, the Tari must be paid by the tenants who will have to notify their situation in the competent Municipality.

The municipality will send the necessary bulletins in which there is already written the amount to be paid for the waste tax and the relative deadline within which the indicated amount must be paid. If you do not receive the bulletins, you can manage it in two ways:

  • calculating and paying the amount independently via simplified F24 or by having it sent to you by riscotel

Alternatively, you can consult the official website of the town or city where you own a property, whether owned or rented, and call to notify your presence in these premises.

How to calculate the amount of the 2022 Tari

To calculate the amount due for Tari 2022, reference must be made to the criterion used by the Municipality of Naples.
The final cost is defined by two different figures, namely: the variable quota and the fixed quota.

But knowing this specific information is not enough to have the exact figure, in fact there are some rules that you need to be aware of.

The parameters for calculate the Tari

The Tari is calculated taking into account the fixed and variable quotas, it is also necessary to know:

  • the period to which the calculation of the amount must refer
  • area of ​​the property in square meters
  • cadastral data of the reference building
  • provincial share of 5%
  • number of family members.

The fixed fee is calculated by doing the multiplication between the surface of the building for the inhabitants of the building.

As regards people who are not residents, the calculation is developed as follows:

  • One person: up to 45 square meters of surface area
  • Two people: up to 60 square meters of surface area
  • Three people; up to 75 square meters of surface area
  • Four people: up to 76 square meters of surface area.

The variable quota must obviously be added to the fixed quota.

The first represents a sort of coverage of the cost of the service provided for waste collection, disposal and transport. The calculation is carried out keeping in mind presumed data on the amount of waste produced for each person.

At this point it must be specified that there is a distinction between:

  • non-residential property for domestic use
  • commercial property.

This is used to differentiate the costs between buildings used as homes and those dedicated to other uses such as offices, shops, warehouses, etc.

The method updated by ARERA for calculating the 2022 Tari

As already mentioned, the Tari is managed locally so each Municipality could have different details and rates, it is an important factor to take into consideration especially in the event of a transfer from another municipality.

The rules that establish the rate for the waste tax and the deadline for payment can be changed by the competent Municipality to follow the logic and needs of each individual place.

Starting in 2022, some kind of guidance has been introduced which is used by the ARERA to calculate the amount to be paid by each citizen. This change was made to obtain further clarity and greater homogeneity, two essential points on which the new Tari is based. Further changes are already planned and will apply from 2022 until 2025.

The MTR-2 method received official approval with the issue of resolution 363/201/R/ref. This document confirmed most of the rules included in the tariff system of the integrated service concerning waste management.

The new pricing technique is meant to be a guarantee of social sustainability of the tariffs. This method regulates the costs of access to the treatment plant, the collection and operations to dispose of municipal waste.

The criteria with which all the municipalities that have the duty to develop the municipal regulation intended to obtain the precise calculation of the Tari 2022 must comply. Among other things, it must always be remembered that there are also some innovations defined by the law decree of 3 September 2020, indicated with the number 116.

The legislation concerning the "Implementation of the European Union directive 2018/851 which made the amendment to the 2008/98 / EC standard that regulates waste and the implementation of the EU directive 2018/852 which modifies the indications given by the decree 1994/62 / EC regarding packaging and packaging waste.” comes into effect in 2020.

The modification of this rule became effective from 1 January 2021 and modifies the description of urban waste which suppresses the category relating to special waste which is assimilated to urban waste.

Therefore, each municipality must change the regulation concerning the reductions that have been established and regulated in paragraph 649 which is part of the law 147/2013 which describe the variable share of the waste tax.

All waste that has been assimilated to urban waste are replaced by municipal waste which come from all firms excluding industries.

Since article number 238, paragraph 10 has been modified, which refers to the tariffs concerning non-domestic users concerning the private and public service.
