As we had anticipated in a previous article, for our city are planned some taxes and increases within the Pact for Naples to clean up the deficit of our coffers and these increases will be added to the financing of the Finance Law intended for cities with financial problems.
The plan of our Municipality, sent to the Draghi Government, provides for:
- the introduction of the boarding tax in Capodichino;
- theincrease in the additional personal income tax.
In this way we will aim to restore the deficit of 5 billion euros.
The boarding tax
It is a increase on the ticket price for those arriving and departing from Capodichino airport and will amount to 1 € starting from 2023.
From this tax 10 million will be collected annually for 20 years, for a total sum of 200 million euros.
The increase in the additional personal income tax
In this case, always in 2023 the increase will be 0,1% and a total of 5,9 million euros will be collected. Instead, from 2024 there will be another increase of 0,1% so as to reach 15,6 million euros in receipts every year: in 2042, receipts will be over 300 million.
But what is the additional personal income tax? We explain:
- Irpef is the tax on the Income of Individuals and is paid on the basis of the rates in which one's annual income is framed;
- the additional is the amount of tax to be paid to the Municipality by the person who has to pay the personal income tax. It is always calculated on the basis of rates
- in the plan of the Municipality of Naples an increase of this additional is foreseen.
How much the Neapolitans will pay
First of all, we communicate that the exemption range has been raised.
So, in 2023:
- is now set at 12mila euros. Up to this threshold, nothing will be paid (currently it is set at around 8000 euros);
- from 12 thousand to over 300 thousand euros, the increases will be from € 12,77 for the first bracket to € 628,86 for the last in the first year;
- going into detail, the bands from 20 thousand to 26 thousand euros they will see an increase of 21,92 euros;
- the bands between 15 thousand and 20 thousand euros they will see an increase of 16,81 euros;
- the bands between 29 thousand and 35 thousand euros they will see an increase of 27,36 euros;
- in 2024, there will be increases from 25,55 to 1.257,72 euros between the first and last bracket.
How much the Municipality will collect with these taxes
With the taxes and increases envisaged by the Pact for Naples it is expected to cash in total 730 million euros approximately for the next 20 years.
The Pact for Naples, which provides for these increases, will be also viewed by the Prime Minister Mario Draghi and will be the basis of the agreement that will be made with the Municipality.
