Today Tuesday 29 March 2022 the President of the Council of Ministers, Mario Draghi, was a Naples to sign with our mayor, Gaetano Manfredi, Pact for Naples. This is the save-municipality agreement for the bridging of the deficit and the relaunch of investments and avoid the default.
The Pact provides for a substantial funding for our city by the Government, money that the Municipality will have to adapt to remedy the deficit, but also a series of measures that the Municipality will implement to increase some taxes and increase revenues. This is resources equal to 1,3 billion euro non-repayable.
The meeting at the Maschio Angioino
Draghi went to the Maschio Angioino and has signed the Pact during an official ceremony, then it's gone in the Health District to meet Father Antonio Loffredo to devote himself also to the social sector and the Third Sector.
In addition to Draghi and Manfredi were present the President of the Campania Region, Vincenzo De Luca, the President of the City Council Enza Amato and the undersecretary to the presidency of the Council Roberto Garofoli. All the municipal councilors and many civil and ecclesiastical authorities were also present in the room.
The Prime Minister was greeted by a long applause in the ancient Hall of the Barons. His most significant words:
THEthe aim of the plan is to close the territorial gaps, which are now unbearable. The per capita income of the South is in fact just over half of that of the Center-North and the unemployment rate is more than double. We have to admit the existence of one southern question, but at the same time we must avoid that it is reduced to sterile demands. We must face it with urgency, determination, unity. Because Italy as a whole needs Naples and the South to be an engine of the country".
The first loan by March 31st
By March 31, the Government will have to pay the first part of the resources to the municipality destined for Naples, that is 54 million euro.
The whole amount, equal to 1,231 billion, will be paid within 20 years with an annual fee every 31 March and will be useful to tackle the 5 billion debt that is affecting the Municipality.
Improve local public service
Draghi also spoke of the need for fundamental investments to be used in the local public transport because we need to reduce traffic and improve air quality. Currently only 10% of southern citizens use this type of transport. Therefore, in Naples we will invest in subway, on the tramway network and on bus, relying on the sustainability and on digital technologies.
The visit to the Rione Sanità
Draghi also met the parish priest Loffredo of the Basilica of Santa Maria della Sanità, parish priest to whom the degree Honorary in Economics from the University of Sannio. Recall that 3 years ago he was also awarded the one in Architecture from the Federico II University.
In the Basilica he visited a group of Ukrainian refugees who were hosted by volunteers from the San Gennaro Foundation.
Together with representatives of youth cooperatives who engage in social enterprises to enhance the historical, artistic and archaeological heritage of the Rione Sanità visited the Catacombs of San Gaudioso, stopping for lunch with Manfredi in the historic pizzeria Concettina ai Tre Santi.
The increases and taxes of the Municipality
As mentioned, the Pact for Naples also provides for the taxes that the Municipality will introduce from 2023. These are above all the increase in the additional personal income tax and the introduction of the embarkation tax.
The additional personal income tax
From next year the additional personal income tax will increase. But what is it about? Let's explain it:
- first of all, it is necessary to know that personal income tax is the tax on the income of individuals and is paid on the basis of the rates in which one's annual income is framed;
- the additional personal income tax, on the other hand, is the amount of tax paid to the Municipality by whoever has to pay the personal income tax. It is always calculated on the basis of rates;
- in the increase in the municipality's plan, there is talk of an increase in this additional charge.
So, from the 2023 the increase will be 0,1%, while from 2024 there will be another increase of 0,1% on medium-high incomes.
The boarding tax
For months, the Municipality has also been speculating on the introduction of a boarding tax for those arriving and departing from Capodichino airport and will amount to 1 € starting from 2023. A hypothesis also to be evaluated.
Credit collection
Measures will also be introduced to collect and collect debts.
