Strike on 15 December, times, guarantee periods and reasons
After the November strike was called, the unions they decided to postpone everything until December 15th with a total strike of 24 hours. The objective was clear: the initial strike was about improvement of working conditions and the state of public transport, but with precept the right to strike has been undermined then it was moved in protest.
Unfortunately the unions have done the math without the innkeeper, in fact Minister Salvini has also ordered this other strike again. The consequence is that the national strike, initially planned for the whole day, it was cut to just four hours. A change resulting from an injunction by the Minister of Sustainable Infrastructure and Mobility, Matteo Salvini.
Salvini's new precept and the reduction of the strike time to 4 hours

A move that shortened the duration of the strike by 24 to 4 hours, limiting the agitation from 10: 00 to 14: 00. The decision, from Salvini's point of view, was made for mitigate the impact on daily activities and commuters, balancing the needs of workers with those of citizens who depend on public transport.
But there are many criticisms raised, according to which the injunction is nothing more than an instrument that can be easily agreed upon by the Minister, which only aims to increase the population's hatred towards those who are striking, forgetting that they are striking both for their own working conditions, and for the conditions faced by public transport.
The reasons for the strike on 15 December
The strike of 15th December was proclaimed in response to a series of issues affecting workers in the public transport sector. The main reasons include:
- Investments in safety and maintenance: Workers call for greater investments to ensure the safety and adequate maintenance of vehicles.
- Inefficiency of local public transport: The critical issues also concern the management and efficiency of the public service.
- Risk of reduction in wages: Workers express concern about the decrease in remuneration and their inadequacy with growing inflation
- Workers rights: There is a perceived erosion of employment rights in the sector.
The national timetables of the strike of national means of transport
During the strike of 15th December, public transportation nationwide will operate with limited hours. But be careful: these are general timetables, but each transport company will be able to operate with different timetables. We will look into the timetables for the main cities later.
Here are the details:
- trains: Strike from 10: 00 to 14: 00.
- Tram: Same strike times, 10:00-14:00.
- Bus: Even for buses, the strike is scheduled by 10: 00 to 14: 00.
- Metro: The metro lines will follow the same strike times, 10:00-14:00.
These reduced hours they are the result of precept and concern the main means of public transport used daily by millions of people.
What are the Warranty Bands
During the strike, to minimize inconvenience, restrictions were established guarantee bands. These periods serve to ensure a minimum service to citizens, but obviously everything has changed with the injunction.
If originally the strike lasted 24 hours, therefore guarantee periods were necessary, now everything has disappeared as it has been reduced to just 4 hours.
In general the warranty bands are as follows:
- Airplane transport: from 7: 00 to 10: 00 and the 18: 00 to 21: 00
- Rail transport: from 6: 00 to 9: 00 and the 18: 00 to 21: 00
- Urban and suburban transport: from 6: 00 to 9: 00 and the 18: 00 to 21: 00
- Extra-urban transport: from 7: 00 to 9: 00 and the 18: 00 to 21: 00
The guarantee bands are established by law 146/1990, which regulates the right to strike in essential public services. The purpose of the guarantee bands is to ensure the continuity of essential services, even in the event of a strike.
During the guarantee periods, essential public services must be guaranteed with a service level equal to at least 50% of the ordinary service. In the event of a strike called by multiple unions, the guarantee bands are established by the Guarantee Commission for the Implementation of the Law on Strikes in Essential Public Services (CGSSE).

Despite the precept, to date it seems that ANM will not follow it, the company has in fact confirmed the previous times with strike from 03:01 on Friday 15 December to 3:00 on Saturday 16 December.

- Funicular (Mergellina, Centrale, Montesanto): Last morning run at 09:20, resumption of service at 17:00; last evening run at 19:50
- Chiaia facility: Closed for the whole day with NC shuttle service during the bus guarantee periods.
- Metro Line 1: First trips from Piscinola at 06:30 and from Garibaldi to 07:10; last morning runs at 09:10, resumed in the afternoon at 17:03 from Piscinola e 17:43 by Garibaldi; last evening races at 19:34

Strike of the Subway 2 Line of the State Railways

Strike in Milan, times and guarantee periods
In Milan, the strike affects traveling and operating personnel on surface and metro lines.
Initially announced with more extended hours, the situation was then modified for the injunction:
- Current hours: It is not yet clear what the exact times the metro will operate will be. Further details should be provided in the coming hours.
- Warranty bands: Initially there were two warranty bands: from start of service to 8:45 and between 15pm and 00pm. However, these times may be subject to change.
Strike in Rome, times and guarantee periods
In Rome, the strike on 15 December involves the entire Atac network and the RomaTpl network, significantly influencing transport in the city and neighboring municipalities. Unlike other cities, in Rome the strike will NOT be from 10:00 to 14:00.
Here are the details:
- Strike Times: The shaking is confirmed by 9: 00 to 13: 00. This includes the metro, buses and trams that run through the city.
- Services Not Guaranteed: During the strike, come on 9: 00 to 12: 59, trips on the entire Atac network will not be guaranteed. The service will resume normally from 13:00.
- Warranty Bands: Trips will be guaranteed on the entire network by 8:59 and by 13:00 on.
- Ancillary Services: In the stations of the metro-railway network, during the strike, the service of escalators, elevators and stair lifts will not be guaranteed.
